London Square Launches Landmark Development: County Hall Kingston

The London landmark development, County Hall Kingston (CHK), launched to the market on 4th October 2025. This Grade II* listed building is being reinvented for contemporary luxury living by London Square.

The development scheme includes 264 private homes across two elements: the refurbishment of the former Surrey County Hall and the creation of three new premium apartment buildings. Appointed architect firm Rolfe Judd has seamlessly connected the new heritage building through considered design, retaining and sensitively converting the original listed buildings, while introducing new residential architecture that complements and elevates the heritage setting. It is a careful balance of preservation and progress, bringing together historic character and contemporary placemaking. Muchmore Design has created the amenity spaces within the heritage building and the specification for the apartments in the new buildings, whilst renowned Darling Associates Architects designed the apartment specification in the heritage building. 

The development reopens a previously closed-off site, with new pedestrian walkways and a public landscaped garden. The new buildings are thoughtfully designed and positioned to respond to their historic surroundings and sit opposite the award-winning Kingston University Town House, forming a key part of the southern gateway to Kingston town centre.

The heritage building is divided into six sections, each containing a collection of apartments, which are named after significant historical aspects and figures connected to the site. The building retains many of its original architectural features, most notably a magnificent stained glass window crafted by The Guildford Glass Works. This striking piece showcases the seal of County Hall Kingston, along with the coats of arms of Kingston upon Thames, Richmond and Guildford.

The newly built apartments, located across three buildings - Ebbstone House, Riverton House and Henmere House, named due to their close proximity to the River Thames, are defined by distinctive specifications, layouts, and contemporary furnishings, each with a private balcony or terrace. There are two courtyards within the heritage building which mimic the classic British garden square layout and two gardens within the newly built buildings.

CHK's amenities have been aptly named the 1893 Club, (they are located in the Whittling Apartments building, giving a nod to when the building was originally built in 1893), and include: The Tasting Room, an elegant space to host intimate dinners with your favourite company. The Games Parlour, a playful room where residents can socialise and indulge in their favourite classic and modern games. The Picture House is a relaxed, cinema-style room with plush seating and high-quality audio and video - ideal for private sport and film screenings. The Study is a sophisticated co-working environment with spacious desks, high-speed Wi-Fi, and stunning views directly into the courtyard. The Balance Studio is a sophisticated pilates studio equipped with reformer machines for low-impact, full-body workouts and in contrast The Sanctum is a meditative and peaceful room, designed for total relaxation. The 24-hour Concierge service is available to manage deliveries, greet visitors, organise transport and much more.

Within its storied walls, County Hall Kingston proudly preserves official council rooms, such as the stately court and the Chairman of the Council's office. In what once was the northern committee room, a coffered timber ceiling showcases an arrangement of crests - each representing Surrey's former districts and boroughs. The original courthouse has been used for filming by ITV and Netflix and has featured in scenes from Midsomer Murders, Poirot, Call the Midwife and Downton Abbey.

Located in the Royal Borough of Kingston upon Thames, the oldest of the four Royal Boroughs in England, riverside walks are woven into daily life and a historic marketplace, which dates back to the 13th century is filled with market stalls offering fresh produce, artisanal goods, and street food. This South West London town balances historical landmarks with a plethora of shops, restaurants and cultural venues - offering a world of discovery just 30 minutes from central London. For commuters, Kingston and Surbiton Rail Stations are within walking distance from the town centre. An array of outstanding educational offerings including Kingston University, Kingston College and Kingston School of Art are all under a 10 minute walk from the development.
