Under plans being proposed by the French Government non-French residents may be subject to a 20% tax on property purchased in France, however this can be avoided by purchasing rental property.

Leaseback or rental property isn't classified as a second home, thereby avoiding this controversial tax (due to be implemented in Jan 2012 if EU approved).
